MapleStory Classic Citizenship: Towns, Contribution & Housing
Start Citizenship at level 12 with Arthur or Roxy, use the Community Board and understand the Visitor requirement for housing.

Citizenship opens at level 12 in Henesys or Kerning City. Speak to Arthur in Henesys Town Hall, or Roxy in Kerning City Civic Center. Nexon's launch notes describe it as a town system with local benefits.
Where to start
| Town | NPC | Building |
|---|---|---|
| Henesys | Arthur | Town Hall |
| Kerning City | Roxy | Civic Center |
Choose a town you expect to visit. Class location and town citizenship are separate decisions; becoming a Warrior in Perion does not turn Perion into one of the two launch citizenship choices.
Earn contribution
Use the town's Community Board to find requests from residents. Complete those requests to earn Contribution toward your Citizenship grade. Higher grades unlock further opportunities. Read the specific request before gathering materials; the available board and requirements can change with progression.
What benefits are confirmed?
Nexon lists access to a specialty shop, discounts on taxis and storage services, and discounts on some general-store items. Those are local, eligible benefits, not a claim that every shop price in the world drops. We do not publish a guessed discount table or a fastest daily route.
The housing connection
For housing, the launch notes require Visitor grade or higher. You then buy a home with mesos from Bianca in Henesys or Scarlett in Kerning City. Only one home can be owned at a time and it is shared by characters on the account. Check the registrar's current price before planning a purchase.
Lie Detector Test
The Citizen General Store includes the Lie Detector Test item. Read the current item instructions and Nexon's behavior rules before using it. Citizenship does not give this website any authority over other players or their accounts.
